上周四未到中午就宣布中小學幼稚園翌日停課。今次停課爭議，源於天文台預測暴雨可能高達三百九十毫米（全年雨量六分之一）。結果天公非常造美，翌日幾乎一滴雨都無。 有家長苦主上網申訴，停課那天是阿仔小六畢業禮，重大日子，家長預早請假準備見證。若是天意下暴雨，當然無奈接受，如今人為決定以致活動取消，條氣唔順，是可理解的。而當局社交媒體亦因此遭洗版狂轟。 政務司司長及後解釋，若按慣例俟清晨決定，市民會更狼狽，故選擇「超前部署」。但問題是，暴雨預測本就「瞬息萬變」，愈早預測誤差愈大。而實情是，在周四上午十一時許到周五清晨之間，還有很多可檢視雨勢會否減弱的觀察空間，惟司長一句「寧安全、莫後悔」，似乎未能打動受停課影響之家長。 今次停課爭議，反映極端天氣應變機制仍需改善和磨合。與其晨早宣布「一刀切」停課，日後也可考慮分階段應變： 一、「預警級別」機制：參考颱風信號，暴雨警告也可分「觀察期」（提前十八小時預警）、「戒備期」（提前六小時評估）、「行動期」（最終決定）。學校在此預警級別機制下，會有更多時間預備和計劃，而非只能直接取消活動。 二、區域化停課：惡劣天氣有時並非影響全香港島九龍新界所有區域。我們以前也曾經歷過，只是某一區域天氣仍然惡劣（又或遭受天氣惡劣而出現情況，如水浸），其他區域則已回復正常，那處理這個情況，也可以考慮多一點彈性思維，毋須下下一刀切實施。例如經準確評估後，預計離島、新界北水浸風險高，那可預先宣布離島、新界北需要停課；而市區學校則可按天氣預警級別機制再作評估和調整。區域化停課最適合只是部分區域受天氣惡劣影響的情況，有很多城市已經採用。 其實香港人從來唔怕麻煩，但最怕毫無意義的麻煩。「安全」固然要，但觀察近年民情，其實市民更希望的，是見到官員在每次影響民生的判斷和決定上，能做到「寧準確」。 撰文 : 利嘉敏 欄名 : 攻關女子 Source link
