Cyberport launches Hong Kong’s first hub for one-person companies

Cyberport has launched the city’s first hub designed specifically for one-person companies (OPCs), offering entrepreneurs a combination of trust, compliance support and preferential access to essential services that are difficult to secure elsewhere. 
Announced on July 13 at the Web4.0 & Agentic AI Innovation Summit, the launch of the OPC Hub @ Cyberport addresses a critical gap for founders leveraging autonomous AI systems: the ability to operate with confidence while keeping costs manageable.
“We provide compute resources, tokens, cloud services and cybersecurity support,” said Dr Rocky Cheng, CEO of Cyberport, explaining the vision behind the initiative. “We also connect members with industry and investors, helping them bring ideas to market more quickly.”

He noted that many solo entrepreneurs face significant costs for cloud services, along with growing security and compliance concerns when deploying AI agents.

Companies joining the hub will gain access to discounted offerings from major partners, as well as support from the newly established Web4.0 & Agentic AI Security Alliance. 

The Alliance brings together leading cybersecurity firms, including 360 Digital Security Group, Beosin, BlockSec, CertiK, DAS-Security, FORMS HK, Integrity Technology Group, Hillstone Networks, NyxLab, QingTeng Cloud Security, Sangfor Technologies and SlowMist. 

With the Hong Kong Cybersecurity Professionals Association serving as the Alliance Advisor, members will benefit from expert guidance, security frameworks and hands-on demonstrations to strengthen cybersecurity capabilities as they develop and deploy AI agents in the Web4.0 era.

The hub provides comprehensive support tailored to the needs of AI-focused businesses. Members gain access to co-working space at Cyberport 3, enabling them to begin operations with little more than a laptop. 

OPC hub users further benefit from AI computing resources, model credits and cloud services through partnerships with leading technology providers,  including Alibaba Cloud, AWS, BytePlus, Cobo, Dell Technologies, FizzDragon, iFLYTEK, Lenovo, ME Group and NVIDIA. Preferential terms on tokens and related services help reduce day-to-day costs. 

Training sessions, networking events, and exhibition and promotional opportunities provide additional avenues of support. Investor matching and industry connections help connect new ventures with potential partners and sources of funding. 

Cybersecurity support, delivered in partnership with the alliance, helps safeguard AI agents and blockchain applications. 

Eligible companies must be incorporated in Hong Kong, have operated for no more than two years, and demonstrate a clear connection to AI agent development or related technologies. The initiative welcomes entrepreneurs and talent from Hong Kong and overseas.

During the summit, other speakers explored how these initiatives can support entrepreneurs in practice. 

Dr Jack Kong, Founder and CEO of Nano Labs, set out the broader Web4.0 vision. He believes the arrival of agentic systems is an advancement from chatbots to autonomous agents capable of planning, multi-step execution, tool use and orchestration. 

“Web4.0 can be understood as an agentic and programmable internet,” he said, noting that this development enables autonomous execution, intelligent collaboration and programmable value exchange.

Samuel Lo, General Manager of the NVIDIA AI Technology Center for Hong Kong and Macau, shared examples of low-cost scalable businesses built with AI. Agents allow individuals to handle research, analysis, customer service and operations management with greater efficiency, he said.

Barry Chan, Chief Digital Officer at FORMS HK, explored both the opportunities and risks for AI agents in financial services. He reminded entrepreneurs of the importance of responsible adoption together with strong governance measures.

In one of the panel discussions moderated by Superintendent Rachel Hui of the Hong Kong Police Force’s Cyber Security and Technology Crime Bureau, speakers reviewed the risks associated with autonomous execution.

Panellists from Hillstone Networks, Integrity Technology Group, CertiK and others discussed threats such as supply chain attacks on AI components, prompt injection and agent-to-agent interactions.

They concluded that organisations should establish robust governance frameworks, continuously monitor agent behaviour, and maintain human oversight alongside appropriate technical controls. 

A second panel, moderated by Dr Fred Suk, CTO of Cyberport, discussed about the importance of tokens, agent marketplaces and AI PCs in supporting the growth of one-person companies.

Speakers from Lenovo, BytePlus, Alibaba Cloud, Dell and AWS advised entrepreneurs to focus on vertical, industry-specific solutions rather than general tools. They agreed that domain knowledge, when combined with AI capabilities, helps entrepreneurs build sustainable businesses.

Underlying the hub’s distinctive advantages, Dr Cheng added that with the inclusion of companies across various sectors such as finance, construction and digital marketing in the ecosystem, OPC members can tap into the valuable services and connections that might otherwise be difficult or costly to access.

The hub will continue to expand based on feedback from its early participants. He said: “We launched with a certain number of spaces, but the model is highly scalable and can grow quickly as demand increases.”

The initiative strengthens Hong Kong’s position in the digital economy. Leveraging the established strengths in AI, blockchain and cybersecurity, the hub helps translate these capabilities into practical applications for startups and small businesses.
