Does Slovenia’s FSD Approval Bring Tesla Closer to EU-Wide Approval?

Tesla TSLA has secured approval for its Full Self-Driving (FSD) Supervised driver-assistance system in Slovenia, making it the sixth European country to authorize the technology as the company prepares to expand its rollout.

Tesla announced that FSD Supervised has been approved for use on Slovenian roads, adding that the rollout will begin soon. CEO Elon Musk also reposted the announcement on X.

The approval follows the Netherlands’ provisional authorization in early April, making it the first European Union country to permit Tesla’s FSD system. While the software can control various driving functions, drivers must remain attentive and responsible for the vehicle.

Per Tesla, an EU-wide approval vote could take place as early as Oct. 6. The company released a company-produced dataset covering its FSD testing in Europe and North America last week.

In addition to Slovenia and the Netherlands, four other European countries have approved Tesla’s driver-assistance technology, while Finland and Greece are evaluating potential approvals.

Meanwhile, France, which had raised safety concerns over FSD approval in July, has started testing two FSD-equipped Tesla vehicles following what its transport minister described as a constructive exchange with Musk. TSLA currently has a Zacks Rank #4 (Sell).

Updates on Autonomous Driving by Other Automakers

In December 2025, Rivian Automotive RIVN introduced its first in-house self-driving chip alongside Autonomy+, a new subscription-based driver-assistance package. All new Rivian R1S and R1T deliveries come with a 60-day trial of Autonomy+, which includes features such as hands-free driving and lane-change assistance. Rivian has also confirmed that Autonomy+ is available exclusively on Gen 2 vehicles (2025 and newer), while Gen 1 models come standard with the Driver+ suite.

In June, Lucid Group LCID began rolling out its latest over-the-air software update for the Lucid Gravity SUV. The update adds hands-free driving capabilities and improvements to navigation, charging and overall usability. Hands-Free Drive Assist is designed to make highway driving more convenient while requiring drivers to remain attentive. The feature supports steering, acceleration and braking on compatible highways across North America.

Tesla’s Price Performance, Valuation and Estimates

Tesla has underperformed the Zacks Automotive – Domestic industry in the last six months. It has lost 7.8% compared with the industry’s decline of 6%.

From a valuation perspective, Tesla appears overvalued. Going by its price/sales ratio, the company is trading at a forward sales multiple of 12.73, higher than the industry’s 3.24.
