Hong Kong leader John Lee Ka-chiu unveiled the city’s first five-year plan at the legislature, followed by his annual policy address.
The highly anticipated plan, unveiled after a two-month public consultation, aimed to align the city’s priorities with the nation’s 2026-30 development blueprint.
Lee set 22 major indicators in the plan, with five being binding targets mostly focusing on environmental protection, while 17 were anticipatory goals.

Lee said the five-year plan would provide a long-term blueprint and strategic direction for Hong Kong’s development with “far-reaching significance”, while the policy address would continue to serve as an annual report, setting out how the government would implement the plan in a given year.
This year’s policy address was also the last of Lee’s current term.
