China’s 2026-2030 Five-Year Plan: Tech and Investment Focus – News and Statistics

Investors are closely studying a draft of Beijing’s economic and social development plan for the next five years, according to the South China Morning Post. Over the past week, they have been examining the blueprint that emerged from a four-day Communist Party plenum concluding on October 23. During the plenum, party chief Xi Jinping and the Central Committee pledged to advance core technologies including semiconductors, artificial intelligence, and quantum computing.

The party also highlighted technology self-reliance, domestic consumption, and improving people’s livelihoods as key goals for the 2026-2030 period. A summary of the development goals was issued on the day the plenum ended, with a detailed proposal released a week later. The final five-year plan will be approved by the National People’s Congress in March.

“The five-year plan is expected to reset investment themes and the valuation system on the capital market,” said Wang Jun, a strategist at BOC International in Shanghai. “The new productive force represented by tech self-reliance, the green transition and an upgrade of domestic demand may run through the policy front and investment themes in the next five years. We expect long-term capital such as mutual funds and insurance funds to further tilt towards those industries of strategic value.”

Brokerages including Guotai Haitong Securities and Huajin Securities identified chipmakers, robotics companies, high-end manufacturers, and stocks linked to domestic consumption as likely long-term outperformers. The proposal referenced the word “technology” 46 times, compared to 36 times in the previous five-year plan for 2020-2025, signaling its critical role in China’s future growth.
