A north Alabama man has been arrested for his alleged role in an illegal conspiracy to send artificial intelligence (AI) technology to China.
According to a release from the Department of Justice, Brian Curtis Raymond, 46, of Huntsville, was one of four individuals arrested in connection to the alleged conspiracy.
DOJ said the three other individuals arrested included another U.S. citizen, Hong Ning Ho of Florida, and two Chinese nationals residing in the country, Cham Li and Jing Chen.
“The indictment unsealed yesterday alleges a deliberate and deceptive effort to transship controlled NVIDIA GPUs to China by falsifying paperwork, creating fake contracts, and misleading U.S. authorities,” Assistant Attorney General for National Security John Eisenberg said.
“The National Security Division is committed to disrupting these kinds of black markets of sensitive U.S. technologies and holding accountable those who participate in this illicit trade.”
According to the indictment, all of the alleged conspirators worked to transport NVIDIA Graphics Processing Units (GPU) to China from Malaysia and Thailand in violation of U.S. export laws.
In October 2022, the Department of Commerce created new license requirements for exporting NVIDIA GPUs, that contain advanced AI capabilities.
Raymond allegedly used a technology company he owns to send NVIDIA GPUs to other alleged conspirators for export to China.
Between October 2024 and January 2025 about 400 of the graphic processors were sent to China, according to the DOJ.
Two additional exports of 50 NVIDIA GPUs were intercepted by officials and the U.S. will seek to obtain them through forfeiture.
Raymond has been charged with conspiracy to violate Export Control Reform Act (ECRA), two counts of ECRA violations, smuggling, conspiracy to commit money laundering, and seven counts of money laundering.
If convicted on each charge Raymond could face up to 190 years behind bars. The other alleged co-conspirators all face similar charges.
