US congressional advisory body has issued a stark warning to America’s biggest artificial intelligence (AI) companies: China’s AI ecosystem is no longer just catching up and it is zooming ahead in ways that chip export restrictions alone cannot stop. According to a report by news agency Reuters, the US-China Economic and Security Review Commission published a report on Monday (March 23) concluding that China’s dominance in open-source AI is generating a “self-reinforcing competitive advantage” which is allowing those companies to challenge US rivals despite being cut off from the world’s most advanced AI chips.
How China is winning without the best chips
Since 2022, the US government has imposed export restrictions on China, blocking it from acquiring the most advanced AI processors: which is now being seriously challenged. Chinese companies including Alibaba, Moonshot, and MiniMax have developed large language models at a lower cost which now dominate worldwide usage rankings on platforms like HuggingFace and OpenRouter.“This open ecosystem enables China to innovate close to the frontier despite significant compute constraints. Chinese labs have narrowed performance gaps with top Western large language models,” the commission wrote.According to the commission, by releasing models as open source, Chinese AI companies make their technology freely available to developers and businesses around the world, due to which adoption scales rapidly. “Open model proliferation creates alternative pathways to AI leadership,” the report concluded.The commission further warned about the next phase of AI, saying that as the industry shifts from conversational AI toward agentic AI and embodied AI, China may hold a structural advantage that is harder to overcome than a chip gap.Beijing’s strategy of deploying AI across manufacturing, logistics, factories and robotics at massive scale is generating real-world operational data of a kind that is difficult to replicate in a lab. That relevant training data is directly accumulated from physical AI systems at a faster pace than anyone else.“There’s a bit of a deployment gap in the embodied AI space between the US and China. That’s something that over time compounds itself… We’re starting to see that compounding now,” said Michael Kuiken, the commission’s vice-chair, in an interview with Reuters.China has officially designated embodied AI as a core strategic industry, and many of its leading humanoid robotics companies are planning public listings this year — a signal of how seriously Beijing is investing in the sector.
