Western media outlets on Saturday reported details of “the Trump 21-point plan for peace in the Middle East and Gaza.” The Washington Post said it obtained a copy of the plan, verified by officials from two governments familiar with the discussions.

According to the report, the proposal calls for an immediate halt to all military operations in Gaza as the first step toward ending the war. The Times of Israel separately noted that the framework draws heavily from former UK Prime Minister Tony Blair’s earlier proposal for resolving the Israel-Hamas conflict.

WaPo added that if both sides agree, existing “battle lines” would be frozen, with 20 living hostages and the remains of more than two dozen others set to be released within 48 hours.

West Asia-based news outlet Al-Arabiya said that the plan will be presented to Israeli Prime Minister Benjamin Netanyahu when the latter travels to the White House.

The Times of Israel reported that the contents of the plan were shared with the paper by sources who requested they be paraphrased.

This is what the 21-point plan looks like, as per the Israeli newspaper.

1. Gaza would be turned into a de-radicalised, terror-free zone that poses no threat to its neighbours.
2. The enclave would be redeveloped with a focus on the welfare of its residents.
3. If both Israel and Hamas sign on, the war would end immediately, with the Israeli military halting operations and pulling out in phases.
4. Within 48 hours of Israel publicly accepting the plan, all hostages—both living and deceased—would be handed back.
5. Once that happens, Israel would release several hundred Palestinian prisoners serving life terms, more than 1,000 Gazans detained since the war began, and return the bodies of hundreds of Palestinians.
6. Once hostages are released, Hamas members who pledge peaceful coexistence will be given amnesty. Those unwilling to stay will be allowed safe passage to other countries.
7. Aid will surge into Gaza at levels no lower than the January 2025 deal — about 600 trucks a day — alongside infrastructure repair and rubble clearance.
8. Humanitarian relief will be distributed by the UN, the Red Crescent, and other neutral international agencies, without interference from either Israel or Hamas.
9. Gaza will be run by a temporary administration of Palestinian technocrats, overseen by a new US-backed international body working with Arab and European partners. This transitional set-up will last until the Palestinian Authority completes its reform program.
10. An economic recovery plan will be drawn up to rebuild Gaza, attract investment, and create jobs, drawing on experts and existing regional models.
11. A special economic zone with reduced tariffs will be set up, with terms negotiated among participating countries.
12. No Gazan will be forced to leave, but those who do will have the right to return. The plan explicitly encourages people to stay and rebuild.
13. Hamas will have no role in governance. Gaza’s new leadership must dismantle offensive military infrastructure and commit to peaceful coexistence with neighbors.
14. Regional partners will provide security guarantees to ensure compliance and prevent Gaza from posing a threat to Israel or its own people.
15. An international stabilization force, created by the US and Arab partners, will deploy in Gaza to oversee security and train a new Palestinian police force.
16. Israel will neither occupy nor annex Gaza. The IDF will hand over territory gradually as new security forces establish control.
17. If Hamas rejects the deal, the measures will still move forward in areas cleared of terror groups, with the IDF handing them over to the stabilization force.
18. Israel will agree not to strike in Qatar, while the US and others acknowledge Doha’s key mediating role.
19. A program to de-radicalize Gaza’s population will be launched, including interfaith dialogue to shift narratives and foster coexistence.
20. Once redevelopment advances and PA reforms are completed, conditions will be created for a credible pathway to Palestinian statehood.
21. The US will open a political dialogue between Israel and the Palestinians aimed at defining a long-term horizon for peaceful coexistence.
