Russian President Vladimir Putin and his Kazakh counterpart, Kassym-Jomart Tokayev, congratulated Communist Party General Secretary To Lam on Tuesday for his election as Vietnam’s president.

Putin expressed confidence that Lam will contribute to strengthening the comprehensive strategic partnership between Moscow and Hanoi.

“The decision of the National Assembly has once again testified to your high political standing and the broad support for the course you are pursuing towards accelerating Vietnam’s socio-economic development and defending the country’s legitimate interests on the international stage,” he said.

Putin underlined that he is looking forward to continuing constructive dialogue and close joint work on bilateral, regional and international issues.

Tokayev underlined that Vietnam is one of Kazakhstan’s important partners in Asia, expressing confidence in the expansion of the strategic partnership for the benefit of the peoples of both countries.

“Your election victory confirms the high level of public support for your strategic initiatives aimed at Vietnam’s political and economic development and the protection of its national interests on the international stage,” he wrote on Telegram.

“I am confident that under your wise leadership, the country will achieve new impressive successes,” said Tokayev.

Vietnam’s lawmakers unanimously elected Communist Party General Secretary To Lam as the state president Tuesday for the next five years.

Lam’s election marks his second term after a short-lived tenure in 2024, according to the VnExpress news outlet. He is mandated to serve as president for the 2026-2031 term while continuing as general secretary.
