Official documents reveal that detainees at Campsfield House, in Kidlington, Oxfordshire, are handed phones with direct numbers and guaranteed wi-fi.

Those who are given phones have to hand them back before they leave or are deported.

A Sun probe found taxpayers are coughing up cash for the handsets as part of a £140million contract to run the site that opened earlier this month.

Another £70million was spent on essential building work to restore the site despite it never being properly demolished.

The 160 detainees, which will rise to 400, are also entitled to art lessons, maths tutors and in-house NHS treatment, a 66-page contract shows.

Home Office rules allow a phone with “no access to a camera function but ­limited internet functions”.

Shadow Justice Secretary Robert Jenrick said: “It’s ridiculous that foreign criminals are being handed smart phones.

“This is classic soft touch Britain. This suicidal kindness must end.”

And Robert Bates, of the Centre for Migration Control, added: “Brits are walloped with tax rises, while those who have broken into our country get freebies they do not deserve.”

“There are significant risks involved with this generosity, including allowing illegal migrants to communicate with people smugglers and others looking to cross the channel.

The Home Office said: “This government is scaling up removals of people with no right to be here – with nearly 50,000 already removed.”

“Campsfield is the first step in a major expansion of secure detention facilities.”
