The Intellectual Property Department (IPD) and the Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration) jointly organised the Mainland Enterprises’ Intellectual Property (IP) Go-Global Business Matching Session in Guangzhou, themed “Hong Kong professionals empowering Mainland enterprises to go global and strengthen globalisation strategies” to promote Hong Kong’s IP professional services to enterprises in Guangdong Province today (June 26). To align with the National 15th Five-Year Plan supporting Hong Kong to develop into a regional IP trading centre, the IPD organised its first go-global business matching session outside Hong Kong, aiming to assist Mainland enterprises in expanding to overseas markets through Hong Kong’s professional services. The event was met with an enthusiastic response, bringing together more than 150 representatives from Guangdong’s innovation and technology and cultural and creative industries, members of Hong Kong’s IP professional bodies, and government officials from Guangdong and Hong Kong.

Speaking at the opening ceremony, the Director of Intellectual Property, Mr David Wong, said that this year marks the opening year of the National 15th Five-Year Plan. With its advantages as a highly market-oriented and international economy underpinned by the rule of law, Hong Kong will proactively integrate into the country’s overall development and leverage the strength of its professional services to assist enterprises in their going-global endeavours. As a “super connector” and “super value-adder”, Hong Kong is equipped with the unique advantages of the “one country, two systems” principle, a sound common law system, an international business environment, a robust IP protection regime and world-class professional services, and is an ideal platform for Mainland enterprises to expand into overseas markets.

During the thematic seminar, expert speakers from Hong Kong presented on a range of go-global topics, including Hong Kong’s business environment and enterprise support measures, IP risk management and crossborder dispute resolution, and global patent layout and internationalisation strategies. Using case studies as a starting point, the seminar focused on the key issues regarding IP strategy and risk responses that Mainland enterprises face when going global.

The core of the event featured business matching sessions empowering Mainland enterprises to leverage Hong Kong’s IP professional services for going global and driving their expansion into overseas markets. Hong Kong has a comprehensive IP professional services network, covering high valueadded services such as IP law, mediation and arbitration, accounting, finance, valuation, management, consulting and agency services, which can provide Mainland enterprises with one-stop support ranging from patent layout and risk management to IP commercialisation and financing. The IPD arranged oneonone targeted matching meetings between Mainland enterprises seeking to expand their businesses overseas and members of Hong Kong’s IP professional bodies (including practising solicitors and patent agents). In total, close to 50 one-on-one business matching sessions were completed. The matching covered enterprises’ essential needs for going global and addressed challenges and issues enterprises may encounter during the overseas expansion process, including crossborder IP registration and global strategic positioning, crossborder dispute resolution, international licensing and IP financing.

The event was one of the projects conducted under the collaboration framework of the Guangdong/Hong Kong Expert Group on the Protection of Intellectual Property Rights (Expert Group), with the Hong Kong Trade Development Council and the Guangzhou Development District Intellectual Property Office as co-organisers. The event was also supported by the Hong Kong Economic and Trade Officein Guangdong of the Government of the Hong Kong Special Administrative Region.

The IPD will continue to deepen exchanges and co-operation between the IP sectors in the Mainland and Hong Kong under frameworks such as the Expert Group, and will continue to promote Hong Kong’s IP professional services through the annual Business of IP Asia Forum, with a view to consolidating Hong Kong’s role as a regional IP trading centre. This year’s Forum will be held November 19 and 20.

LegCo Members meet with members of Sai Kung and Central and Western District Councils

The Legislative Council (LegCo) Members met with the Sai Kung District Council (DC) and Central and Western DC members at the LegCo Complex today (June 26). They held in-depth discussions and exchanged views on issues related to community development and people’s concern.

During the meeting with the Sai Kung DC, LegCo Members discussed and exchanged views with DC members on various issues, including strengthening the measures to cope with extreme weather in the district, such as constructing additional wave walls and breakwaters in the vicinity of Tseung Kwan O South Waterfront and improvement works addressing potential flooding problems. They also explored ways to enhance the venue management and facility maintenance of Tseung Kwan O South Park and to improve the planning of recreational and sports facilities in the proposed Tiu Keng Leng Park. Moreover, they discussed how to improve the management, traffic and other supporting measures of hiking and camping hotspots in Sai Kung, to ensure the coexistence of ecotourism and nature conservation, and bring about more economic benefits of ecotourism for the district.

LegCo Members will continue to liaise with the DC and the government on issues in Sai Kung Area such as strengthening the district’s capacity to respond to extreme weather, meeting the public’s demand for recreational and sports facilities, and enhancing the management of popular hiking and camping locations, and will actively reflect views on these matters.

The meeting was convened by Mr Steven Ho. A total of 26 Members attended the meeting, including Mr Chan Hak-kan, Dr Chan Han-pan, Mr Chan Chun-ying, Mr Chau Siu-chung, Dr David Lam, Mr Andrew Lam, Mr Yiu Pak-leung, Mr Dennis Leung, Mr Chan Yung, Mr Chan Siu-hung, Professor Lau Chi-pang, Mr Kenneth Fok, Mr Aaron Bok, Ms Christine Fong, Mr Chu Lap-wai, Ms Vivian Kong, Mr Wu Yingpeng, Dr Webster Ng, Mr Lothair Lam, Mr Hung Kam-in, Mr Chong Ho-fung, Mr Chris Ip, Ms Julia Lau, Mr Lau Ka-keung and Dr Thomas So.

As regards the meeting with the Central and Western DC, LegCo Members discussed and exchanged views with DC members on various issues, including linking the remaining unconnected sections of the Central and Western District Promenade as soon as possible, and making better use of the facilities around the Central Ferry Piers to enhance the economic vibrancy of the waterfront. They also discussed the enhancement of pet facilities in the district to expand pet-friendly public spaces; and strengthening crowd management and traffic control at tourist hotspots in the district to ensure road safety.

LegCo Members will continue to follow up with the DC and the Government on matters relating to waterfront development in the Central and Western District, the promotion of pet inclusivity, and the creation of a travel environment that is convenient for both residents and visitors. Members will also continue to reflect public views through the relevant Panels.
