Cell Phone High School Expectations

 

As we gear up for the start of the 2025-26 school year, we wanted to share how we intend to implement Governor Kotek’s executive order banning the use of cell phones and other personal electronic devices during the instructional day. 

Research shows that limiting cell phone use results in higher academic engagement and self-reported enhancement of mental and social wellbeing among young people. 

HSD has had expectations in place for many years at elementary and middle schools that cell phones and devices be off, away, and out of sight in backpacks and/or lockers.

High school guidelines were formalized in 2023, and were more lenient, with phone and device use previously allowed during passing periods and at lunch. 

While there is a grace period for districts to adopt a policy around cell phones by October 31, 2025, and implement by January 1, 2026, we would like to begin the year with fidelity to the spirit of the order and work on establishing norms and consistency at all levels of our system. 

Therefore, beginning on the first day of school, the expectation for students at all levels is that cell phones, smart watches, ear buds/headphones and other personal electronic devices be off, away, and out of sight during the instructional day, unless a student has received a specific exception for a medical or learning necessity. Devices must be in a backpack or locker, or left at home or in a vehicle (at the high school level). They may not be kept on a student’s person or in a pocket of their clothing. 

Students can use their Chromebooks to email family members, and phone calls/messages can be managed through the front office during the school day, if necessary.
