《粵港澳大灣區發展規劃綱要》落實推行至今已逾6年，香港總商會主席陳瑞娟表示，大灣區多個領域發展至今已陸續見成果，惟制度壁壘仍屬一大挑戰，隨着近年「灣區標準」、「港資港法」及「法資港仲裁」等發展，相信能有助逐步消除制度壁壘。她希望在香港的國際化及大灣區集群優勢互補下，能把粵港澳打造成具國際標準的灣區，並有望在5年至10年成為全球四大灣區之首。 陳瑞娟稱，今年3月生效的「CEPA服務貿易協議《修訂協議二》」（下稱《修訂協議二》」），進一步降低多個領域的准入門檻，包括豁免要在港經營3年、才可使用CEPA優惠待遇措施的規定，這有助吸引更多海外公司及人才在港駐足，令香港能更好發揮「引進來、走出去」的角色。 「港資港法」利外商落戶攻內地 此外，陳瑞娟認為，《修訂協議二》最吸引之處，是加入「港資港仲裁」措施，支持在大灣區珠三角九市註冊的港資企業，能選擇香港為仲裁地，來處理商業糾紛；同時亦引入「港資港法」，即在大灣區試點城市（暫為珠海及深圳）註冊的港資企業，可選擇使用香港的法律為合同適用法。如外商來港成立公司，日後便可藉香港公司進軍內地市場。 《修訂協議二》亦進一步降低或取消對香港服務提供者的准入門檻 Source link
