The Hong Kong Observatory (HKO) hosted a press briefing on Tuesday, March 18, recapping the weather situation in 2024 and elaborating on the weather outlook for 2025. Dr. Chan Pak-wai, the Director of the HKO reported that 2024 was the warmest year on record globally and the past ten years have been the ten warmest years on record globally.
In Hong Kong, 2024 was the warmest year on record with the annual mean temperature reaching 24.8 degrees, 1.3 degrees above the average between 1991 and 2020.

Hong Kong Observatory predicts tropical cyclones: Here’s what to know
For 2025, the number of tropical cyclones entering 500 km of Hong Kong is expected to be “normal to above normal” at around 5 to 8. The annual rainfall in Hong Kong for 2025 is expected to be “near normal” between 2100 and 2700 mm, and the annual mean temperature in Hong Kong is expected to be “above normal” as the global climate continues to warm.
The tropical cyclone season is expected to start in June and end in October or later. With the rainy season approaching, radar and satellite imagery services covering 128 km and 256 km ranges on the Observatory’s website and mobile app will be updated more frequently, from every 12 minutes to every 6 minutes. Other monitoring improvements include new rainfall rate imagery at 2 km above sea level, allowing the public to better grasp the rainfall situation in the lower atmosphere.
HKO will also begin to add graphical rainfall information by district in Hong Kong this year via its website and app, and on a trial basis, explain future weather changes on camera via its Weather Notes articles published in the second half of this year.
