Hong Kong government issues black travel alert for Israel and Iran due to escalating security risks

19th June 2025 – (Hong Kong) The Hong Kong Special Administrative Region (HKSAR) Government has elevated its Outbound Travel Alert (OTA) for Israel and Iran to the highest level, black, citing severe security threats. This decision, announced on June 19, reflects the rapidly deteriorating and highly unpredictable situation in both countries.

A government spokesperson stated, “The black OTA signifies a severe threat. Hong Kong residents are strongly advised to avoid all travel to Israel and Iran. Those currently in these regions should prioritise their personal safety and leave or move to safer areas immediately.”

The Security Bureau is closely monitoring developments and will provide updates via the media, its mobile app, and the official OTA webpage. Hong Kong residents in Israel or Iran are urged to stay vigilant, follow local authorities’ announcements, and maintain communication with the Chinese Embassy.

For assistance, residents can contact the Immigration Department’s 24-hour Assistance to Hong Kong Residents Unit at (852) 1868 via phone, network data, or chatbot on the ImmD Mobile Application. They can also send messages through the 1868 WhatsApp or WeChat assistance hotlines, submit an Online Assistance Request Form, or directly contact the Chinese Embassy in Israel at (972) 3-5459520 or in Iran at (98) 912-2176035.

The HKSAR Government is urging residents travelling abroad to register their contact details and itineraries through the Immigration Department’s online Registration of Outbound Travel Information service. This allows timely dissemination of critical updates, including SMS alerts, in emergencies.
