TxDOT to hold public hearings for US 77 Woodsboro-Refugio project

CORPUS CHRISTI, Texas — The Texas Department of Transportation (TxDOT) invites the community to two public hearings for the proposal upgrades on US Highway 77.

In a press release on Tuesday, TxDOT said the US 77 Woodsboro-Refugio Improvement Project would get upgrades, such as existing and new location facilities to a 4-lane divided freeway with access to exit/entrance ramps and overpasses.

The community is invited to learn more and ask questions about the project.

The in-person hearings are on Wednesday,  August 20, at the Refugio County Expo Center 245 on Fairgrounds  Road, and Thursday, August 21, at the Woodsboro School Cafeteria at 408 Kasten Avenue from 4:30 p.m. 6 to 30 p.m. both days.

A virtual hearing will also be available if you can’t make it in person. The pre-recorded video will be available on Wednesday, August 20, 2025, at 4:30 p.m.

The project will be extended for approximately 13 miles, beginning south of Woodsboro and 3 miles north of Refugio. 

Through the town of Woodsboro, upgrades will consist of the existing 4-lane divided highway and an elevated 4-lane divided freeway with at-grade frontage roads. 

Crews will also upgrade North of Woodsboro to a 4-lane divided freeway that would then bridge across the Union-Pacific Railroad to the east, beginning the roadway on a new location. 

Existing US 77 north of this bridge would become Business (Bus.) 77 and continue to be a state-maintained roadway.

The new location roadway north of Woodsboro would be elevated (i.e., a bridge) through floodplain areas and continue east of Refugio, tying back to US 77 east of the Union-Pacific Railroad line.
